Batteries, modes, wash care, and getting a group of friends into matching characters.

Before she puts it on
Fit the batteries, press the button, and watch the hem run through steady glow, party flash and slow pulse. Do the same on the headband; it has its own switch. Tuck the pack inside the waistband where it will not press on her hip.
A new set of batteries lasts a long evening. Carry spares in the grown-up's pocket for a trick-or-treat route.
Picking the length
The 12-inch skirt sits above the knee on a 3T to 5T toddler. The 16-inch suits a 6 to 10. If she is between, go shorter: a tutu that brushes the knee is easier to run in.
A group of friends
The sets share the same lights, so a group can each pick a character and still match in the dark: unicorn, cat, bunny, frog, capybara, axolotl. Add the knee socks with matching ears and the costume is done without a trip to the fabric store.
After the party
Unclip the battery pack, hand wash the tulle in cool water, and lay it flat. Store it hanging so the layers keep their puff. The headband wipes clean.
